android - Requested permissions do not match core functionality of the app

Question

I created an app, where in app need a permission for Read_call_logs to provide a service, where user select span, unsaved, mobile number.

I declared in privacy_policy, that we are not collecting anytype of data or call_logs from user.

But my app getting Rejected, Even after submitting 'Permission_form declaration', given Video instruction about usage permission of Read_call_logs in app.

and also I applied for "Permissions Appeal Form"

But still my app getting Rejected, I require permission "Read_call_logs" to provide a service which is transparently shown in Video also where I submitted video link in all declaration form.

but Google play store team Rejecting App with this same mail all the time.

? Make changes to your app so that it meets the requirements of the declared core functionality or,
? Select a use case that matches your app’s functionality

Please anyone help me regarding this, where I required Read_call_log permission to provide a service within an app, but Google Play store team Rejecting all the time. Till now 4 Times got Rejected.
