linux - After upgrading pip command still fails saying old version of pip is being used

Question

Running Ubuntu 18.04 under WSL2 and a script is failing to install regex-2020.11.13-cp38-cp38-manylinux2014_x86_64.whl due to using version 19.2.3 of pip. I upgraded pip to 20.3.3 and when I re-run the command I get the same error. When I try to reinstall pip it says Requirement already satisfied (20.3.3).

$pip3 --version pip 20.3.3 from /home/egollaher/.local/lib/python3.6/site-packages/pip (python 3.6)

Is there a way to change the version of pip that is being used?
