Error while running jupyter notebook via Command line in Windows 10

Question

Up till now I run jupyter notebook from anaconda prompt. But now I want to open it via command line but gets some warning and traceback call as follows:

and then gets an error stating that;

ImportError: DLL load failed while importing error: The specified module could not be found.

jupyter notebook executable file path (C:UsersDELLanaconda3Scripts) is already set in environment variable. So how to get rid of this problem?
