dynamics crm 2016 - Cannot insert duplicate key row in object 'dbo.DependencyBase' with unique index 'ndx_UniqueDependencyNodes'

Question

I try to load a solution from my dev environment to my test environment and I get the error above, after googling I found that I need to delete the evil duplicate row, but every time I load my solution I get the same error with a different key. I already deleted more that 20 (!) rows and it keeps falling... is there an other solution ? what should I do to solve it ?
