How does some app, that requires phone number verification by texting a code to the phone number supplied by the user, detect that the number given by the user is a real mobile phone number and not some VOIP, Burner/Prepaid, or Landline number?

Is there a database somewhere that maintains this sort of information for lookup? Is there a pattern to the numbers? Or ...
