d3.js - How to scale a geoAlbersUSA projection to a particular US county?

Question

I'm new to D3 and I'm modifying this code for data that is exclusively in San Francisco. I've filtered the geometry collection to display only San Francisco County, but I can't figure out how to re-center and zoom in on the map. Is there a way to set the center of the map at a particular latitude and longitude, and specify the zoom, like there is in Leaflet? Thanks!
