tableofcontents - The docusaurus v2 doc and blog anchors only work on localhost

Question

I'm using Docusaurus v2. The right-side Table of Contents (TOC) anchors in my docs and blogs successfully scroll down the page when I'm testing on localhost. However, when I deploy to the live site and click one of the TOC anchors they use the homepage url as a base instead of the url of the page that contains the TOC. Has anyone run into this before?
