ssh connect to the google cloud platform when I try to change the permission of (~/)

I create a VM instance in the google cloud platform. However, I try to run "chmod +777 ." in the path (~/). I find I cannot connect the ssh and I cannot download these files. I hope you can help me. The name of this VM instance is "v3-8". Thank you.
