rubygems - Need Help Installing Ruby Gem nio4r

First-time poster and super new to coding. Appologies if I got any of the formatting/structure wrong.

I'm using WSL on Windows 10. This is the error I'm getting when running bundle install

current directory:

You have to install development tools first.

An error occurred while installing nio4r (2.5.4), and Bundler cannot continue.

In Gemfile:
  puma was resolved to 5.2.0, which depends on<br>

When I try to run gem install nio4r -v 2.5.4 I get this error:

ERROR:  While executing gem ... (Gem::FilePermissionError)
    You don't have write permissions for the /var/lib/gems/2.7.0 directory.

Is my issue because I don't have permissions to write to the directory? If so, how can I give myself permissions?
