eclipse - Maven resources plugin does not work to copy resources directory to targetPath Macbook M1

Question

The problem is the maven-resources-plugin is added to pom.xml, but it does not work to copy the resources from src/main/webapp to targetPath that is /META-INF/resources. This pom.xml works on my windows computer, but why does not work on my new macbook. Please see as below.
